Which country has the most Ballon d’Or winners?

Michael Owen jumps to head the ball for Manchester United against opponents in blue shirts.

France has produced more different men’s Ballon d’Or winners than any other country. Harry Kane’s victory in the 2026 Ballon d’Or race has taken England to six awards, but those trophies belong to five players. Kevin Keegan won twice.

Count trophies and France shares first place with Argentina on eight. Germany (including West Germany), the Netherlands and Portugal follow with seven apiece, ahead of England’s six. Italy and Brazil have five each, Spain has four and the Soviet Union won three. Count individual winners instead, and England joins Germany and Italy in joint second with five, one behind France.

France’s Ballon d’Or winners and the power of repeat wins

France’s six winners span almost seven decades: Raymond Kopa in 1958, Michel Platini in 1983, 1984 and 1985, Jean-Pierre Papin in 1991, Zinédine Zidane in 1998, Karim Benzema in 2022 and Ousmane Dembélé in 2025. Dembélé’s victory moved France clear of Germany and Italy for different winners. Platini is the only Frenchman to have won more than once.

Argentina reached eight through one player. Lionel Messi won every Argentine award, collecting his first in 2009 and his eighth in 2023. France’s total reflects six separate careers; Argentina’s reflects the extraordinary longevity of one. Messi alone has won more Ballons d’Or than all of England’s winners combined.

Repeat victories shape other countries’ positions, too. Cristiano Ronaldo supplies five of Portugal’s seven awards, with Eusébio and Luís Figo contributing one each. Johan Cruyff and Marco van Basten won three apiece for the Netherlands, alongside Ruud Gullit’s single success. Italy’s five trophies belong to five different men: Omar Sívori, Gianni Rivera, Paolo Rossi, Roberto Baggio and Fabio Cannavaro.

England’s six awards and the German connection

England’s story began with Stanley Matthews in 1956, the award’s inaugural year. The Blackpool winger was 41 and remains its oldest winner. Bobby Charlton followed in England’s World Cup-winning year of 1966. Keegan’s consecutive victories came in 1978 and 1979, before Michael Owen’s 2001 award followed Liverpool’s League Cup, FA Cup and UEFA Cup treble.

Kane’s win at the London Palladium ended the 25-year gap after Owen. He also joined Keegan in a smaller group: English winners who received the award while playing in Germany. Keegan won both of his at Hamburg; Kane won his at Bayern Munich.

Half of England’s six Ballons d’Or therefore came from players at German clubs. Their trophies count toward England’s national total and the Bundesliga’s club-based record. Kane’s win doesn’t add to the Premier League’s Ballon d’Or record, just as Cristiano Ronaldo’s 2008 victory at Manchester United belongs to Portugal in a country ranking.

How nationality and eligibility shape the totals

The national boundaries matter elsewhere, too. Manchester United’s Denis Law won for Scotland in 1964, and George Best for Northern Ireland in 1968. Alfredo Di Stéfano and Omar Sívori were both born in Argentina, but the official roll of honor credits Di Stéfano’s two wins to Spain and Sívori’s to Italy.

The rules also shaped which countries could win. From 1956 through 1994, the award was restricted to European players at European clubs. In 1995 it opened to players of any nationality based in Europe, and Liberia’s George Weah became the first winner representing a non-European nation. Players at clubs elsewhere in the world became eligible in 2007.

Pelé and Diego Maradona were excluded during their prime. Brazil’s five official awards come from Ronaldo, who won twice, Rivaldo, Ronaldinho and Kaká. Honorary distinctions and retrospective exercises imagining earlier winners don’t belong in the annual competitive total.

Seventy years after Matthews became the inaugural winner, Kane has added the next English name to the roll of honor. Another first-time champion would draw England level with France’s current six.
